				<content:encoded><![CDATA[<p>Islamic terrorists had to murder a U.S. diplomat and three members of his staff in Libya for the Obama administration to finally acknowledge that it must dedicate adequate funding to secure American consulates abroad.</p>
<p>The <a href="http://www.whitehouse.gov/sites/default/files/omb/budget/fy2014/assets/state.pdf" target="_blank">State Department’s 2014 budget </a>includes a much-needed $4 billion allocation for security programs, including security staff, construction and infrastructure upgrades. The money will allow a 5% increase in diplomatic security staff and upgrades at “critical locations that face heightened threats in the wake of the attacks on September 11, 2012,” according to the funding highlights released by the White House.</p>
<p>Security lapses quickly became an issue when, on the 11<sup>th</sup> anniversary of the worst terrorist attacks in U.S. history, heavily armed Islamist militia members ambushed our diplomatic compound in Benghazi. Christopher Stevens became the first U.S. Ambassador to be murdered in the line of duty since1988.Three other Americans working at the U.S. mission were also killed in the hours-long attack.</p>
<p>The Obama administration immediately came up with a ridiculous cover-up story, telling the American people that the deadly attack was provoked by a homemade anti-Islam internet video that supposedly sparked riots around the Arab world. The reality is that repeated requests for increased security in Benghazi were shunned by top officials in the Obama State Department, which at the time was run by none other than Hillary Clinton.</p>
<p>A Judicial Watch investigation on Benghazi conducted by a former State Department security specialist reveals that internal problems within the agency for years have left overseas diplomats without adequate security. Here&#8217;s the <a href="http://www.scribd.com/doc/121624110/JW-Benghazi-Report" target="_blank">report.</a> As part of an ongoing Benghazi probe, JW has also <a href="http://judicialwatch.org/bulletins/benghazi-investigation/" target="_blank">sued </a>the State Department for records involving a $400,000 contract with a foreign firm that provided security guards and patrol services at the U.S. compound in Benghazi prior to the attack.</p>
<p>The State Department’s own investigation, conducted by a specially created <a href="http://www.state.gov/documents/organization/202446.pdf" target="_blank">Benghazi Accountability Review Board,</a> concluded that “systematic failures” left the U.S. mission inadequately protected. The board also identified &#8220;leadership and management deficiencies at senior levels within two bureaus.&#8221; It’s unfortunate that it had to come to this before the administration decided to fund adequate protection for our foreign ambassadors while they represent their government in the world’s most dangerous regions.</p>
<p>Also of interesting note in the State Department’s new budget request is $580 million for a “Middle East and North Africa (MENA) Incentive Fund” to advance long-term political, economic and trade reforms in the region post “Arab Spring.” The money is the administration’s response to “continuing challenges to stability in the Middle East and North Africa.”</p>

Judicial Watch is also seeking to acquire additional information from the survivors of the attack. <p>Judicial Watch even produced a Special Report: <em><a href="http://www.scribd.com/doc/121624110/JW-Benghazi-Report">The Benghazi Attack of September 11, 2012: Analysis and Further Questions from a Diplomatic Security Service Regional Security Officer and Special Agent</a></em> closely examining the Obama administration’s actions before, during, and after the assault, as well as the State Department’s commitment to protect overseas diplomats. The new report contains in-depth analysis, conducted exclusively for Judicial Watch by former State Department Security Special Agent Raymond Fournier, examines the critical time period leading up to the Benghazi attack, when repeated requests for increased security were shunned by top State Department officials. <p style="text-align: left;" align="center">We filed our third FOIA lawsuit  on March 5th, 2013 against the U.S. Department of State seeking access to records concerning a contract totaling nearly $400,000 that was awarded to a foreign firm for “Security Guards and Patrol Services” at the Benghazi Consulate prior to the deadly attack of September 11, 2012. The contract was signed on February 17 and May 3, and, at the time, identified only as “Award ID SAQMMA12COO92”. At first the State Department denied hiring security guards, then admitted having provided false information after this <a href="http://www.wired.com/dangerroom/2012/09/contractors-benghazi" target="_blank">WIRED magazine expose</a>. 				<content:encoded><![CDATA[<p>The September 2012 terrorist attack in Benghazi seemed to be among the more popular topics on the first day of the Conservative Political Action Conference (CPAC) in Washington D.C., though a number of prominent politicians, including Florida Senator Marco Rubio, also headlined the big event.</p>
<p>An afternoon panel featuring a U.S. Senator from Wisconsin and renowned conservative journalists addressed the Benghazi terrorist attack in which a group of heavily armed Islamist militia members assaulted the U.S. diplomatic mission in Benghazi Libya. Four Americans, including Ambassador Christopher Stevens, were murdered in the eight-hour assault, marking the first time since 1979 that a U.S. ambassador is killed in the line of duty.</p>
<p>“Maybe someone, someday will come up with the right questions to ask about Benghazi, and maybe we will get the right answers,” said the moderator of Thursday’s panel at CPAC, former Congressman Ernest Istook.</p>
<p>While the discussion was certainly interesting, it didn’t begin to cover what Judicial Watch has already exposed. JW is far and away the leading organization investigating Benghazi and the Obama administration’s actions before, during, and after the assault, as well as the State Department’s commitment to protect overseas diplomats.</p>
<p>Judicial Watch has filed a dozen public-records requests with various federal agencies involving the tragedy and JW lawyers are in court to compel the government to produce records. Back in January, JW published a<a href="http://www.scribd.com/doc/121624110/JW-Benghazi-Report" target="_blank"> special report </a>featuring an in-depth analysis of Benghazi conducted by former State Department Security Special Agent Raymond Fournier.</p>
<p>The report examines the critical time period leading up to the Benghazi attack, when repeated requests for increased security were shunned by top State Department officials. It also looks at the Obama administration’s official claim that “an obscure Internet video” triggered the attacks, as well as apparently false claims that four top State Department officials had resigned in response to the Department’s December 18 Accountability Review Board report on the attack. It also raises questions as to the internal problems within the Department that may continue to leave overseas diplomats without adequate security.</p>
<p>In short, Judicial Watch’s special Benghazi report concludes that the attack resulted from a wide range of strategic and tactical failures by State Department officials. Chief among them was the fateful decision to circumvent established security regulations by designating the diplomatic post in Benghazi a ‘Special Mission Compound,’ ignoring repeated requests for additional security resources by Diplomatic Security personnel on the ground and entrusting the security of the SMC [Special Mission Compound] to a local militia group with suspected ties to radical Islamists.</p>
<p>As Special Agent Fournier notes in his assessment of the tragedy, there were also long-standing cultural problems within the Department of State that hinder the ability of Diplomatic Security agents to adequately protect our diplomats overseas.</p>

<p><strong>(Washington, DC) </strong>– <a href="http://www.judicialwatch.org/">Judicial Watch</a> announced today that it has filed a Freedom of Information Act (FOIA) lawsuit against the U.S. Department of State seeking access to “all videos and photographs” depicting the Benghazi, Libya, Consulate between September 10 and September 13, 2012, the period leading up to, during, and immediately following the deadly attack that took the life of Ambassador Chris Stevens and three other Americans. Judicial Watch filed its lawsuit on February 25, 2013 (<a href="http://www.scribd.com/doc/128442535/State-Complaint-1-Filed"><em>Judicial Watch v. U.S. Department of State</em></a> (No. 1:13-cv-00242)).  This is one of three Benghazi FOIA lawsuits being pursued by Judicial Watch.</p>
<p>Specifically, Judicial Watch seeks the following records pursuant to its December 19, 2012, FOIA request: “Any and all videos and photographs depicting U.S. Consulate facilities in Benghazi, Libya (including the Special Mission Compound and the Annex) between September 10, 2012, and September 13, 2012 that were provided to the Accountability Review Board (ARB) for Benghazi and/or to any individual member of the ARB.”</p>
<p>The State Department acknowledged receiving the Judicial Watch FOIA request on January 4, 2013, and was required by law to respond by February 4, 2013. As of the date of Judicial Watch’s lawsuit, the department had failed to produce any records responsive to the request, indicate when any responsive records will be produced, or demonstrated that responsive records are exempt from production.</p>
<p>On December 19, 2012, the Accountability Review Board (ARB) for Benghazi, convened by then-Secretary of State Hilary Clinton, <a href="http://www.state.gov/documents/organization/202446.pdf">released its report</a> on the attack on the U.S. Consulate. According to <a href="http://www.state.gov/r/pa/prs/ps/2012/12/202282.htm">ARB Chairman Ambassador Tom Pickering</a>, the Board “reviewed thousands of documents and watched hours of video” during the course of its investigation.  The Obama administration also reportedly shared Benghazi video with certain members of Congress. The State Department, however, has refused to comply with the Judicial Watch FOIA request seeking access to these materials on behalf of the American people.</p>
<p>“It has now been more than five months since the attack on America’s Benghazi consulate, and the American people still don’t know basic facts about what actually occurred,” said Judicial Watch President Tom Fitton. “Any video or photos will tell us more about Benghazi than Obama administration lies and spin.  This latest stonewall shows that President Obama’s line, that his administration is the most transparent in history, is laughably false.”</p>
<p>Judicial Watch has a <a href="http://www.scribd.com/doc/126447438/STAMPED-Complaint">separate FOIA lawsuit</a> seeking access to the controversial internal “speaking points” used by the Obama administration in the days following the attacks when administration officials advanced the false narrative that the attacks were inspired by a rudimentary Internet video perceived as anti-Muslim. <p><strong>(Washington, DC) </strong>– Judicial Watch announced today that it filed a Freedom of Information Act (FOIA) lawsuit against the Obama Administration’s Office of the Director of National Intelligence seeking access to records detailing the September 11, 2012, terrorist attack on the U.S. Consulate in Benghazi, which killed Ambassador Chris Stevens and three other Americans. Specifically, Judicial Watch seeks a controversial “speaking points” memo indicating that intelligence officials believed from the outset that terrorists were behind the attack despite public statements to the contrary issued by Obama administration officials, including UN Ambassador Susan Rice and former Secretary of State Hillary Clinton.  The lawsuit was filed on February 14, 2013 (<a href="http://www.scribd.com/doc/126447438/STAMPED-Complaint"><em>Judicial Watch v. Office of the Dir. of National Intelligence</em></a> (No. 13-0198)).</p>
<p>Judicial Watch seeks the following records pursuant to its October 19, 2012, FOIA request:</p>
<p style="padding-left: 30px;">Any and all memoranda, assessments, analyses, and/or talking points regarding the September 11, 2012 attack on the U.S. Consulate in Benghazi, Libya and/or the killing of U.S. Ambassador J. Christopher Stevens produced by the Office of the Director of National Intelligence between September 11, 2012 and September 20, 2012. This request includes, but is not limited to, the “speaking points” memorandum referred to by Senator Dianne Feinstein during a televised interview on October 17, 2012, (see http://sanfrancisco.cbslocal.com/2012/10/17/ feinstein-intelligence-flaw-lax-security-to-blame-for-libyan-terror-attack/).</p>
<p>The Office of the Director of National Intelligence acknowledged receiving JW’s request on October 19, 2012, and was required by law to respond by November 26, 2012.  As of the date of Judicial Watch’s lawsuit, the agency has failed to produce any records responsive to the request, indicate when any responsive records will be produced, or demonstrated that responsive records are exempt from production.</p>
<p>Regarding the “speaking points” memorandum requested by Judicial Watch, according to the <a href="http://sanfrancisco.cbslocal.com/2012/10/17/feinstein-intelligence-flaw-lax-security-to-blame-for-libyan-terror-attack/">CBS Affiliate</a> in San Francisco: “When asked by CBS 5 if there was an intelligence flaw, the senior California senator [Feinstein] who hails from San Francisco replied: ‘I think what happened was the director of intelligence…put out some speaking points on the initial intelligence assessment. I think that was possibly a mistake.’”</p>
<p>Former CIA Director General David Petraeus reportedly <a href="http://security.blogs.cnn.com/2012/11/16/where-did-the-talking-points-on-benghazi-come-from/">testified before Congress</a> that the initial speaking points produced by the CIA “stated there were indications the attack was linked to al Qaeda,” and suggested the terrorism reference was removed sometime during an interagency review process.</p>
<p>In the days and weeks following the Benghazi attacks, the Obama administration blamed the incident on a rudimentary Internet video deemed offensive to Muslims. This false claim was repeated by both Ambassador Rice and Secretary Clinton in multiple public statements and press interviews. For example, at a September 14, 2012, event honoring the four victims of the Benghazi attack, Secretary Clinton made the following statement: “We’ve seen the heavy assault on our post in Benghazi that took the lives of those brave men. We’ve seen the rage and violence directed at American embassies over an awful video that we had nothing to do with.”</p>

<p>In addition to Judicial Watch’s Benghazi investigation, Congress also seeks answers from the Obama administration. Republicans in the Senate have indicated they plan to <a href="http://www.rollcall.com/news/graham_brennans_nomination_is_leverage_to_probe_benghazi_talking_points-222451-1.html?pos=hln">put a hold</a> on the nomination of John O. Brennan, former Deputy National Security Advisor for Homeland Security and Counterterrorism, who is President Obama’s pick to serve as Director of the CIA, until the Obama White House releases more details on the Benghazi attacks, including the speaking points memos.</p>

<p><strong>(Washington, DC) </strong>– <a href="http://www.judicialwatch.org/">Judicial Watch</a> today released “<a href="http://www.scribd.com/doc/121624110/JW-Benghazi-Report">The Benghazi Attack of September 11, 2012: Analysis and Further Questions from a Diplomatic Security Service Regional Security Officer and Special Agent</a>,” a Special Report closely examining the Obama administration’s actions before, during, and after the assault, as well as the State Department’s commitment to protect overseas diplomats.</p>
<p>The new report contains in-depth analysis, conducted exclusively for Judicial Watch by former State Department Security Special Agent Raymond Fournier, examines the critical time period leading up to the Benghazi attack, when repeated requests for increased security were shunned by top State Department officials. It also examines the Obama administration’s official claim that “an obscure Internet video” triggered the attacks, as well as apparently false claims that four top State Department officials had resigned in response to the Department’s December 18 Accountability Review Board report on the attack. And it raises questions as to the internal problems within the Department that may continue to leave overseas diplomats without adequate security.</p>
<p>“As the [Accountability Review] Board’s report makes clear,” the Judicial Watch Special Report concludes, “the September 11, 2012, attack in Benghazi resulted from a wide range of strategic and tactical failures by State Department officials.  Chief among them was the fateful decision to circumvent established security regulations by designating the diplomatic post in Benghazi a ‘Special Mission Compound,’ ignoring repeated requests for additional security resources by Diplomatic Security personnel on the ground, and entrusting the security of the SMC [Special Mission Compound] to a local militia group with suspected ties to radical Islamists.  As Special Agent Fournier notes in his assessment of the tragedy, there were also long-standing cultural problems within the Department of State that hinder the ability of Diplomatic Security agents to adequately protect our diplomats overseas.”</p>
<p>Among the questions raised by the Judicial Watch Benghazi report:</p>
<p style="padding-left: 30px;">Who at the State Department was responsible for opening up and continuing the operation of the “Special Mission Compound” in the unstable environment of Benghazi, overriding physical security standards for diplomatic facilities?</p>

<li>According to Fournier, “The Department’s unexplained decision to create a new category of diplomatic structure, i.e. the ‘Special Mission Compound,’” for the purpose of “skirting the established physical security standards” for embassies and consulates was the “critical error” leading to the deadly attack.</li>

<p style="padding-left: 30px;">Did the Director of Diplomatic Security or his immediate subordinates have authority to countermand the Department’s desire to open “SMC Benghazi?”</p>

<li>In the Judicial Watch report, Fournier cautions that, “Frequently, security policy and standards are set aside as inconvenient, restraining, time consuming or simply less important relative to loftier goals foreign policy goals prosecuted by the Department’s elite. One need go no further than Benghazi to see an example of the aforementioned managerial arrogance with the Department.”</li>

<p style="padding-left: 30px;">Why did Ambassador Stevens travel to Benghazi, so close to the anniversary of the September 11, 2001 attacks?</p>

<li>The Judicial Watch Special Report reveals State Department warnings in July, August, and September of 2012 advising against travel to the Mideast in general and Benghazi in particular.</li>

<p style="padding-left: 30px;">Why were two unmanned aerial vehicles requested to record the deadly events as they unfolded in Benghazi while more lethal air support options were not on station?</p>
<p>“Our Special Report shows that the State Department has conspicuously avoided many issues about the Benghazi attack,” stated Judicial Watch president Tom Fitton. “Our concern is that security has taken a back seat to politics at the State Department.  The willingness of the State Department and the White House to lie about the Benghazi attack does not inspire confidence that the Benghazi security failures will be seriously addressed.  In the meantime, our diplomatic personnel may remain at risk as politicians and bureaucrats avoid accountability.”</p>
<p>Hillary Clinton was instrumental in advancing the false narrative that the internet video sparked the attacks. For example, as the Judicial Watch Special Report documents, at a September 14, 2012, even honoring the four victims of the Benghazi attack, Secretary Clinton made the following statement: “We’ve seen the heavy assault on our post in Benghazi that took the lives of those brave men. We’ve seen the rage and violence directed at American embassies over an awful video that we had nothing to do with.”</p>
<p>Judicial Watch has more than 10 Freedom of Information Act (FOIA) requests pending with various Executive departments and agencies seeking records relating to the Benghazi attack.</p>
